Course Description

David Sisk and Grant Gilron of Small Housing provides an introductory presentation on Bill-44 and Small-Scale Multi-Unit Housing (SSMUH), including an overview of key building archetypes available to builders.  Mark Bernhardt of Bernhardt Contracting Ltd. delves deeper into these archetypes, highlighting their implications for meeting Step Code requirements. His presentation will also address envelope design, air barrier strategies and mechanical solutions tailored for SSMUH.

  • An introduction of Bill-44/SSMUH to builders operating in and beyond the Township
  • How early decisions affect energy use, comfort, and compliance
  • How compact homes benefit from streamlined, well-planned design

David is a dedicated advocate for gentle density housing and the vital role it plays in creating more sustainable, fairer communities for everyone. Coming from Dublin, Ireland with a background in economics and public policy, he brings a wealth of experience leading communications and public affairs campaigns for some of Europe’s largest and most influential business groups — including extensive work focused on housing delivery. Now based in BC, David is eager to collaborate with communities and partners across the province to help shape more equitable policy responses to the generational housing crisis we face today. When he’s not working, you’ll likely find David out exploring BC’s stunning outdoors, catching a film, or chatting (at length) about one of the many stubbornly underachieving sports teams he supports.

Grant Gilron

Education Manager, Small Housing BC

Grant is a passionate education professional who specializes in making complex ideas accessible, engaging, and impactful. As the Education Manager at Small Housing, he develops and delivers programs that support sustainable, people-first housing solutions through the lens of Gentle Density. With a background spanning water data management, SaaS, GIS, and sustainable building, Grant brings a systems-level perspective to every learning experience. He has delivered high-impact training across North America and contributed to BCIT’s Zero Energy/Emissions Buildings Learning Centre. Outside of work, Grant plays bass in a classic rock cover band, and is an active member of a sailing co-op in Vancouver.

Mark Bernhardt

BSc CPHC, REA | President, Bernhardt Contracting Ltd.

Mark is the President of Bernhardt Contracting Ltd. and CEO of Energy Code Solutions. For the last decade he and his team have spent their time developing, building, retrofitting, and consulting on some of Canada’s highest performance homes. During this time his team has created HEET a software a tool designed for Part 9 consultants, allowing for more accurate in-depth advice and data driven decision making. Mark is a Registered Energy Advisor and Passive House Consultant, serves on several provincial code committees and is a CHBA BC Past President. Over the last few years he has spent much of his time helping other builders gear up for Step Code and higher performance buildings. Mark has traveled the province to deliver education sessions in every corner of the province, working to ensure the next generation of builders can easily and cost effectively deliver the homes people need.
